22, 1998, at a hospital in Topeka, Kan. Mr. McKinstry was a car salesman for Jim Clark Motors. He also was an insurance agent for American Family and Greg Winner in Lawrence. He coached for the Douglas County Amateur Baseball and served as president.

Mr. McKinstry served on the board of Youth Sports International. Born in St. Joseph on Dec. 21, 1940, he attended public schools there until moving to Lawrence in 1972.

On Sept. 11, 1965, he married Glenda Barnett in St. Joseph. She survives of the home. Mr.

McKinstry was preceded in death by his father, Justin K. Additional survivors: a son, Brian, Lawrence; his mother, Temple Smith, St. Joseph; a sister, Mary L. Privett, Mound City, and a grandchild. Service: 11 a.m.

Gerald Miller CRESTON, Iowa Kenneth Gerald Miller, 57, Creston, formerly of Rulo, died of leukemia on Feb. 18, 1998, at a hospital in Des Moines, Iowa. Mr. Miller was employed by Sprint Communications before retiring in 1996. He also worked in construction and served in the Navy as a dental technician during the Korean War.

Born in Fargo, he lived in Rulo and Falls City, but spent the last years in Creston. He was a member of the Rulo Methodist Church, Disabled American Veterans and American Legion Post in Falls City, Neb. Surviving: four sons, Ken, Omaha, Todd, Tipton, Jeremy, Fallen, and Shiloh, Creston; five daughters, Wendy Harring, Nebraska, Crystal Knobbe, Falls City, Melanie Simmonds, Rulo, Katrina Ballman, Fallen, and Amanda Miller, Jacksonville, his mother, Lila Miller, Falls City; and four sisters, Clara Speers, Blaine, Betty S. Reichert, Riley, and Linda Beckner and Judy Adams, both of Falls City. Memorial Service: 1 p.m.

Saturday, Methodist Church, Rulo. The body has been cremated. Inurnment: at a later date. There will be no visitation. Arrangements: Cremation Society of Iowa.

Ida L. Murphy 1905-1998 SENECA, Kan. Ida (Lohmann) Murphy, 93, Seneca, died Monday, Feb. 23, 1998, at the home of her daughter, Myra Ohlsen, where she lived for several years. Mrs.

Murphy worked at Heffren's Clothing Store, J.C. Penney's, Gamble's Store, Western Auto store and the city clerk's office, all in Seneca. She also was a seamstress. Born on a farm near Bern, on Jan. 25, 1905, she attended the Flag School in Bern.

In 1920, the family moved to Seneca, where she graduated from the Seneca Public High School. Mrs. Murphy was a member of the First Congregational United Church of Christ, where she was active in the Women's Fellowship; Seneca High School Alumni Association; Iris chapter No. 357, Order of the Eastern Star; and Business and Professional Women's Club, all of Seneca. On Feb.

2, 1934, she married Earl Murphy. They made their home in Seneca. He died in 1961. Mrs. Murphy also was preceded in death by her parents, Benona F.

and Anna Lohmann; and nine siblings. Additional survivors: three grandchildren; five great-grandchildren; and a step -grandchild. Service: 1:30 p.m. Wednesday, Lauer Funeral Home, Seneca. Burial: Seneca City Cemetery.

Family visitation: 7 to 8 tonight at the funeral home. Cecile A. Pasternak 1915-1998 Cecile A. (Coder) Pasternak, 82, St. Joseph, died Sunday, Feb.

22, 1998, at a St. Joseph hospital. Mrs. Pasternak was a secretary at the Lindberg Elementary School for many years. Born in St.

Joseph on Dec. 6, 1915, she spent most of her life in St. Joseph. Mrs. Pasternak was a member of the Brookdale Presbyterian Church and volunteered at the Open Door Food Kitchen.

She was preceded in death by her husband, Ben Pasternak in 1996; and her parents, William E. and Clara J. Coder. Surviving: two daughters, Sherry L. Simon, Jefferson City, and Judith L.

Rose 1911-1998 CHILLICOTHE, Mo. Marjorie H. Rose, 87, Chillicothe, died Sunday, Feb. 22, 1998, at the hospital in Chillicothe. Miss Rose was a housekeeper for Westinghouse, in Kansas City.

Born on Oct. 25, 1911, in Coloma, she graduated from the Bogard, School. She was a member of the Coloma Baptist church. Miss Rose was preceded in Bill targets Internet sales of booze spokesman for the Kansas Wine and Spirits Wholesalers Association, said when liquor is ordered from a catalog, newspaper or the Internet, it is often delivered in unmarked packages with no signature required. And the Internet makes it especially easy for anyone to order liquor.

The bill would require out-ofstate shippers to ship to only people 21 and older for their personal use. 22, 1998, at his home. Rowlett graduated from the Graham, high school and served in the Air during World War II. Mr. Rowlett retired as a major in the Air Force Reserves. He also was a tires and sales manager at Montgomery Ward and Co.

in Maryville, retiring in 1980. Born on Dec. 29, 1915, in Graham, he married Rosemary Larkam on June 4, 1944, in Union, S.C. She survives of the home. Mr.

Rowlett was a member of the First United Methodist Church; Men's Forum; Nodaway Masonic Lodge No. 470, A.F. A.M.; and James Edward Gray American Legion Post No. 100, all of Maryville. He was a former Boy Scout leader.

Joseph since the mid-1940s. She was a Baptist. On May 2, 1945, she married Clarence E. Russell in Troy, Kan. He died in 1981.

Mrs. Russell also was preceded in death by a son, Clarence her parents, Bert and Gladys Helton four brothers, Bert Helton and Allen, Richard E. and Raymond L. Helton; and five sisters, JoAnn and Shirley L. Helton, Dorothy P.

Josephine Schubert 1909-1998 Josephine C. (Bindel) Schubert, 89, St. Joseph, died Sunday, Feb. 22, 1998, at a St. Joseph hospital.

Mrs. Schubert, a homemaker, was born in Mercier, on Jan. 6, 1909, and lived most of her life in St. Joseph. She was a member of the St.

James Catholic Church. She was preceded in death by her husband, David, in 1973; two infant sons; her parents, George and Catherine Bindel; a brother, Leo Bindel; and a sister, Rose Zbierski. Normalee Shull 1914-1998 LITTLE ROCK, Ark. Normalee (Plummer) Shull, 83, Little Rock, formerly of Livingston County, died Saturday, Feb. 21, 1998, at a hospital in Little Rock. Born on July 27, 1914, in Livingston County, she was a homemaker and taught Sunday School. She also was a Cub Scout den mother.

On Aug. 8, 1937, she married Roy Shull in Hale, Mo. He survives of the home. Mrs. Shull was preceded in death by her parents, John R.

22, 1998, at a hospital in Leavenworth. Mr. Skeels was a maintenance worker for the McCormick Distillery in Weston, retiring in 1982. He also worked for the City of Leavenworth. Born in St.

Francis County, on June 3, 1925, he was a member of the Eagles Lodge in Leavenworth. On June 19, 1978, he married Mary C. Geisendorf in Miami, Okla. She survives of the home. Additional survivors: a son, Charles Mexico, three daughters, Theresa K.

Hogan, both of Workers' union to meet with council members Talk intended to clarify details of agreement By JESS DeHAVEN St. Joseph News-Press A city employee union will get the chance to discuss sticking points in its working agreement with the St. Joseph City Council. Council members agreed Monday night to postpone a vote on a new agreement and meet in a work session with the Service Employees International Union Local 96, which includes about 40 water pollution control and airport personnel.

The union requested a session with the council at its Feb. 9 meeting to talk about concerns they believe city negotiators haven't addressed. Council members previously had directed city officials to end the negotiations and said they didn't want to meet with the union. However, Councilwoman Kim Gorman said the council should listen to the employees' concerns. "Since we only do these working agreements about every three years, I just wanted everyone to feel comfortable," she said.

City officials have been negotiating the new agreement with the union for the past several months, and the union's local representative, Bob Kerns, said there are issues that should be brought before the council. "There are some things we couldn't come together on, and we're just hoping the council will work with us." he said. In a memo to the council, City Manager Stet Schanze outlined the areas of disagreement between the union and city management. Among the unresolved issues are that the union wants to be directly involved in the testing of new employees and would like for the city to provide workers with cold-weather gear, according to the memo and Mr. Kerns.

The changes that have been agreed to are mostly clarifications of procedures, such as whom employees should notify if they have a medical problem and how the city is to call in personnel for work in an emergency. Smith Joseph since 1966. He was of the Catholic faith. Mr. Smith was preceded in death by his wife, the former Thelma M. Brown, in 1994; infant twin son and daughter, Vincent E.

and Edna P. Smith; his parents, Jacob and Elnora; and five brothers and five sisters. p*rn inquest turned over to Customs St. Joseph News-Press The St. Joseph Police Department has turned over to the U.S. Customs Service its investigation of a 66-year-old St. Joseph man who allegedly has produced child p*rnography.

Detectives have been working on the case since serving a search warrant at the man's home on Willow Lane on Jan. 29. An official at the customs office in Kansas City acknowledged that the service had accepted the case from St. Joseph police, but he wouldn't answer questions about the investigation. He did say the case involved production and possible distribution of child p*rnography over the Internet by the man, whom the News-Press isn't naming because no charges have yet been filed.

The official said the Customs Service will further investigate the case and then turn it over to the U.S. Attorney's office to decide whether to file federal charges. St. Joseph Police Department officials also wouldn't comment on the details of the case because it's under investigation, Sgt. Larry Smith said.

Crenshaw's truck was struck in the rear by a 1989 Chevrolet pickup driven by Darin Judd, 27, Ravenwood. Both men were transported to St. Francis Hospital in Maryville, Mo. A nursing supervisor said Mr. Crenshaw was treated and released.
